The Life Science Business Incubator accentuates its standard incubation services with assistance tailored specifically to nondomestic firms, including help in writing a business plan, introductions to Missouri angel investor groups, and an orientation to the resources and nuances of the American business culture.

A panel of experienced incubator managers evaluated the Soft Landings applications. According to Morris, the judges were impressed with the Life Science Business Incubator?s unique support for nondomestic firms.

NBIA?s Soft Landings designations are effective for two years; programs must reapply biennially for continuing designation. There is no cap on the number of designations available in a given year or over time. Oil above $105 amid mixed global growth signs

SINGAPORE (AP) ? Oil prices hovered above $105 a barrel Friday in Asia amid mixed signs about the strength of the global economy and crude demand.

Benchmark oil for May delivery was up 23 cents to $105.58 at midday Singapore time in electronic trading on the New York Mercantile Exchange. The contract fell $1.92 to settle at $105.35 per barrel in New York on Thursday.

Brent crude for May delivery was up 17 cents at $123.31 per barrel in London.

Disappointing industrial production figures out of China, Germany and France on Thursday suggested economic growth in Asia and Europe may slow more than previously expected. However, the U.S. reported the number of people seeking unemployment benefits fell to a four-year low last week, reinforcing recent data that suggests the world's biggest economy is improving.

Crude has hovered between $105 and $110 for the last month, up from $75 in October, amid trader worries that a military strike by Israel or the U.S. on Iran's nuclear facilities could disrupt global supplies.

Saudi Arabia, the world's largest oil producer, sought to quell investor concerns by saying earlier this week that it's prepared to quickly boost crude output by 25 percent if necessary.

Some analysts expect growing crude demand in emerging countries and limited supplies will keep oil prices from falling despite slowing global economic growth.

"With the market characterized by extremely low inventories and stretched spare capacity, oil prices are to likely to remain high," Barclays Capital said in a report. "Given strong emerging market demand and weak non-OPEC supply, the oil price is now likely to be sustained at considerably above $100 per barrel in the long term."

In other energy trading, heating oil was down 0.9 cents at $3.20 per gallon and gasoline futures slid 1.1 cents at $3.34 per gallon. Natural gas fell 0.2 cents at $2.27 per 1,000 cubic feet.

Italy's Monti says labor reform ready, union vows protests

ROME (Reuters) - Italian Prime Minister Mario Monti set a collision course with the country's biggest trade union after talks on a historic reform to employment protection law failed to produce a deal.

The left-wing CGIL union, which has six million members, will meet on Wednesday to decide how to protest against a reform which its leader called an attack on workers and an attempt to solve Italy's labor problems by "easy firing".

The reform plan outlined by Labour Minister Elsa Fornero after a three hour meeting with unions and employers on Tuesday went further than expected by weakening protections against dismissal provided not only in new employment contracts, as planned, but also for millions of people already in jobs.

Monti said the reform had the broad support of employers and the more moderate CISL and UIL unions, and he was no longer willing to negotiate over firing with the CGIL.

"This reform will make the system more modern and we will be able to say that, as far as the labor market is concerned there are no longer hindrances to foreign investment in Italy," he said at a news conference.

He admitted he was "worried" by the refusal of the CGIL to support a reform which investors say is a touchstone for how far the technocratic premier can shake up an Italian economy that he was brought in to rescue from a downward spiral of public indebtedness, low productivity and low employment.

The key reform to Article 18 of the labor code, a talisman for the unions of achievements they secured from bosses 40 years ago, would be presented to parliament, Monti said, after some minor fine-tuning during the rest of this week.

The parliamentary process will represent another challenge for Monti. The centre-left Democrat party, one of the main groupings on which he depends for his majority, has strong ties with the CGIL and risks a split between its more centrist and leftist wings.

Due to the protection offered by Article 18 big employers complain it is virtually impossible to get rid of staff who fail to perform, discouraging them from taking on new workers and damaging productivity.

One result has been the creation of a two-tier labor market, where established employees in companies with more than 15 workers are protected for life by powerful contracts and younger Italians and those in small firms are condemned to spend years either out of work or on precarious temporary contracts.

"WE WILL MOBILISE"

CGIL chief Susanna Camusso accused Monti's technocratic administration of bad faith and not having been serious in the negotiations.

"We will mobilize, we will do everything necessary to counter this reform," she said, adding that Monti was "trying to solve the many problems of the labor market with the idea of easy firing".

That is almost certain to mean strikes and mass demonstrations of a kind Monti has so far been spared as he has ridden a wave of concern about economic crisis which has muted protests against change.

Startling for some, however, will be Fornero's announcement that the changes to Article 18, widening the grounds which employers in larger companies may use to dismiss staff, would affect not only, as expected, people joining firms for the first time but also those who have existing employment contracts.

That could stir deeper opposition among millions of Italians who have grown ever more concerned for the future of their jobs.

While the reforms do not go as far as some labor experts had urged, their successful implementation is still likely to bolster confidence in Monti's ability to push through the kind of far-reaching changes that are needed to restore growth and reduce Italy's crippling burden of public debt.

NATIONAL INTERESTS

Appointed in November as financial market turmoil threatened to suck Italy into a Greek-style debt crisis, Monti has already moved to shore up public finances through a mix of spending cuts, tax hikes and an overhaul of the pension system.

The labor reform discussions are being watched closely by financial markets, which have been reassured by Monti's first months in government, but remain nervous about growth prospects in the troubled euro zone.

More than 30 percent of 18- to 24-year olds in Italy are unemployed, and only about 57 percent of Italians have a job, giving the country one of the lowest employment rates in the euro zone.

It also has some of the slowest growths on the continent. Monti must revive the economy if he is to convince markets that Italy can pay off its huge debt, amounting to around 120 percent of gross domestic product.

Italy's benchmark bond yield has fallen to below 5 percent from perilous highs of close to 8 percent near the end of last year. But investors may start changing their view if Monti fails to pull off the labor reforms he has promised.

$160 doll app comes with 'intense sexual' warning

Ranked No. 16 in the iTunes App Store's "Top Grossing Apps" is an app called "Girl With Clothes." Released March 13, we have some inkling about why this app is such an overnight success. It's probably the monster $160 price tag -- though the vague promise of "intense sexual content" probably doesn't hurt, either.

We didn't buy it. Sorry, but $160 is a lot for an app that isn't even optimized for iPads (old or new). The?description of the app gets to the point in spite of its poorly written self:

It is a simple game.you can dress up the beautiful girl.

Despite that plain blurb, Apple slapped a warning of "Frequent/Intense Sexual Content or Nudity," along with the accompanying 17-or-older download restriction. What type of sexual content is in there -- that's what's unclear.

The single screenshot available suggests that the game's entire activity is swapping various sexy dresses on a hot pink-haired manga illustration. As suggested by Apple's warning, there's probably a state of nudity between outfits, yet the very notion that anything coming from this type of interaction would be "intense" let alone "sexual" seems to be as pathetic as any person who would spend $160 on limited-function anime in order to get kicks.

I've already reached out to Apple to see if there are any details on the app or why it made it through the generally daunting approval process. I have also sent a note to the "Girl With Clothes" publisher,?which goes by "girl 123," asking why the app costs so much, and why Apple might associate with "intense sexual content."

I suspect that the whole thing is a marketing ploy.?The creators probably bought a few copies for themselves, in order to propel the game into the Top Grossing category. I gotta admit, it worked -- they got our attention, and probably the attention of many others as well.

Now, let's see if it's enough to get suckers to buy it. That would be real marketing magic.

PreCheck security screening arrives at O'Hare Tuesday

(Crain's) ? Expedited security checks for pre-screened frequent fliers are coming next week to O'Hare International Airport, sources say.

March 20 is the unofficial target date for the Transportation Security Administration's PreCheck program to start at O'Hare's Terminal 3, according to sources in and out of government. It will begin with passengers of American Airlines but expand later this year to United Airlines and other carriers.

Passengers who pay a one-time fee of $100 for a background check will in most cases be whisked through security without removing belts or shoes or taking laptops out of cases. Participants receive a special barcode on their boarding passes when they arrive at the airport, and at the first checkpoint they are directed to a TSA PreCheck line.

The program was tested at nine airports last year and is expanding to 28 big airports this year, including O'Hare (but not Midway Airport).

American Airlines and Delta Airlines participated in the test program, and nearly 100,000 American Airlines passengers have signed up.

?Clearly, there is significant interest that we expect to grow into additional customer participation as we add more airports,? said a spokeswoman for American Airlines, who could not confirm the startup date at O'Hare. ?We certainly hope and believe that will be the case. American looks forward to seeing the PreCheck program expand to more airports in the months ahead.?

TSA has been moving towards a more ?risk-based? approach to security in recent months. For example, starting next Monday at O'Hare, passengers over 75 years old won't have to remove their shoes or light outerwear when they go through security, similar to screening policies in place since last fall for passengers who are 12 and under.

Cool hands may be the key to increasing exercise capacity

ScienceDaily (Mar. 13, 2012) ? Cooling the palms of the hands while working out could help you stick with a physical activity program, according to a small study presented at the American Heart Association's Epidemiology and Prevention/Nutrition, Physical Activity and Metabolism 2012 Scientific Sessions.

In the study, obese women who exercised while using the AvaCore Rapid Thermal Exchange (RTX palm cooling device) improved their exercise tolerance and cardiovascular fitness.

"Obese women often complain about sweating and getting tired because they're walking around with extra insulation," said Stacy T. Sims, Ph.D., the study's lead researcher and exercise physiologist and nutrition scientist at Stanford University in California. "If you can slow the rate internal temperature rises and cool someone who is obese, they don't store as much heat and don't feel as uncomfortable. They can do more work."

The cooling devices cooled the palms of the hand and circulating blood, thus pulling heat off the body.

Sims suggested that holding a bottle of cold water may also cool palms and help exercisers feel cooler, less sweaty and less fatigued -- allowing them to work out longer and make them more likely to stick with their exercise regimen.

For 12 weeks, researchers studied 24 women, 30-45 years old, who had a body mass index between 30 and 34.9, which is considered obese. Half worked out with their hands in a cylinder containing water at 60.8 degrees Fahrenheit. The other half used the same device with water at 98.6 degrees Fahrenheit. Participants didn't know the difference in their devices and did the same fitness activities, starting with push-ups, lunges and then progressing to using the treadmill, which contained the device. The goal was to increase exercise duration up to 45-minute stretches at 80 percent of their maximum heart rates.

"The control group dropped out quite early," Sims said. "The women who had the cooling device continued to participate and didn't have an issue with attrition because they finally didn't feel uncomfortable exercising."

During the three-month study, the control group's data remained almost the same while the cooling group:

• Shaved an average five minutes off the time to walk 1.5 miles.
• Dropped almost three inches off their waists.
• Had lower resting blood pressure and greater exercise heart rate.

The device used in the study is costly and is typically found in professional sports training facilities, clinics and hospitals, not general fitness centers, Sims said.

Co-authors are Sandra Tsai, M.D., and Marcia L. Stefanick, Ph.D. Author disclosures are on the abstract. The Cardiovascular Institute, Women's Health, at Stanford University funded the study.
