New NOAA report examines national oil pollution threat from shipwrecks

May 20, 2013 ? NOAA presented to the U.S. Coast Guard today a new report that finds that 36 sunken vessels scattered across the U.S. seafloor could pose an oil pollution threat to the nation's coastal marine resources. Of those, 17 were recommended for further assessment and potential removal of both fuel oil and oil cargo.

The sunken vessels are a legacy of more than a century of U.S. commerce and warfare. They include a barge lost in rough seas in 1936; two motor-powered ships that sank in separate collisions in 1947 and 1952; and a tanker that exploded and sank in 1984. The remaining sites are 13 merchant marine ships lost during World War II, primarily along the Atlantic Seaboard and Gulf of Mexico. The report, part of NOAA's Remediation of Underwater Legacy Environmental Threats (RULET) project, identifies the location and nature of potential sources of oil pollution from sunken vessels. Knowing where these vessels are helps oil response planning efforts and may help in the investigation of reported mystery spills--sightings of oil where a source is not immediately known or suspected.

"This report is the most comprehensive assessment to date of the potential oil pollution threats from shipwrecks in U.S. waters," said Lisa Symons, resource protection coordinator for NOAA's Office of National Marine Sanctuaries. "Now that we have analyzed this data, the Coast Guard will be able to evaluate NOAA's recommendations and determine the most appropriate response to potential threats."

"The Coast Guard is pleased to receive these risk assessments from our partner agency NOAA and looks forward to our continued coordination on the matter of potential pollution associated with sunken vessels in U.S. waters," said Capt. John Caplis, the Coast Guard's chief of marine environmental response. "Coast Guard federal on-scene coordinators receiving the risk assessments will carefully review the data and incorporate it into their area contingency plans."

In 2010, Congress appropriated $1 million for NOAA to develop a list of the most significant potentially polluting wrecks in U.S. waters, including the Great Lakes, specifically addressing ecological and socio-economic resources at risk. Those funds were not intended for oil or vessel removal.

NOAA maintains the internal Resources and UnderSea Threats (RUST) database of approximately 30,000 sites of sunken material, of which 20,000 are shipwrecks. The remaining items are munitions dumpsites, navigational obstructions, underwater archaeological sites, and other underwater resources.

Initial screening of these shipwrecks revealed 573 that could pose substantial pollution risks, based on the vessel's age, type, and size. This includes vessels built after 1891, when U.S. vessels began using fuel oil; vessels built of steel; vessels over 1,000 gross tons, and any tank vessel.

Additional research about the circumstances of each vessel's loss narrowed that number to 107 shipwrecks. Of those, some were deemed navigational hazards and demolished, and others were salvaged. Most of the 107 wrecks have not been directly surveyed for pollution potential, and in some cases little is known about their current condition.

To prioritize and determine which vessels are candidates for further evaluation, NOAA used a series of risk factors to assess the likelihood of substantial amounts of oil remaining onboard, and the potential ecological and environmental effects if that oil spills. Risk factors include the total oil volume onboard as cargo or fuel, the type of oil, and the nature of the sinking event. For example, a vessel that was struck by multiple torpedoes would likely contain less oil than a vessel that sank in bad weather.

After this third level of screening, 87 wrecks remained on the list developed for the Coast Guard's area contingency plans. Among this group, NOAA determined that 36 shipwrecks are candidates for a "Worst Case" discharge event in which the shipwreck's entire fuel oil and oil cargo would be released simultaneously, and recommended that 17 of these wrecks be considered for further assessment and feasibility of oil removal.

Six wrecks are potential candidates for a "Most Probable" discharge event, where a shipwreck could lose approximately 10 percent of its fuel oil or oil cargo. To date, known oil discharges from shipwrecks are typically in the "Most Probable" category or smaller.

The report, including 87 risk assessments, is not intended to direct Coast Guard activities, but rather provide the Coast Guard with NOAA's scientific and technical assessment and guidance as a natural resource and cultural heritage trustee.

The Coast Guard, as the federal On-scene Coordinator for mitigating oil spills in the coastal marine environment, the Regional Response Teams, and local Area Committees, as established under the Oil Pollution Act of 1990, will review and incorporate the assessments into regional and area marine environmental response contingency plans. The individual risk assessments not only highlight concerns about potential ecological and socio-economic impacts, but also characterize most of the vessels as historically significant and many of them as grave sites, both civilian and military.

Funding for any assessment or recovery operations determined to be necessary is dependent upon the unique circumstances of the wreck. If a wreck still has an identifiable owner, that owner is responsible for the cost of cleanup. Coast Guard officials say that if no responsible party exists, the Oil Spill Liability Trust Fund would likely be accessed.

EA teased hours ago that FIFA 14 would be one of the first Xbox One games, but it just used Microsoft's event to unveil a considerably wider slate. FIFA 14, NBA Live 14, Madden 25 and EA Sports UFC are all coming to the new console within the next 12 months. All of them are using a new engine, EA Sports Ignite, that has 10 times the animation detail, smarter artificial intelligence, 3D crowds, 'living' sidelines and a daily dose of new content through Xbox Live. EA and Microsoft are getting cozier with the deal, too -- FIFA 14 Ultimate Team will be an Xbox exclusive. We'll have to wait for more detail about that game later this year, but it's safe to say that Microsoft won't be lacking for major sports titles during the Xbox One's vital first year.

White House says more farm subsidy cuts needed

WASHINGTON (AP) ? The White House says it would like to see more cuts to agriculture subsidies in a massive farm bill moving through the Senate this week.

The bill would cost almost $100 billion a year over five years and would set policy for farm programs and food aid. The legislation would cut about $2.4 billion annually from overall farm spending and would eliminate a controversial subsidy that is paid to farmers whether they farm or not. But it would still expand federally subsidized crop insurance and raise subsidies for rice and peanut farmers.

The Obama administration said Monday that it supports the legislation but would like to see more savings in the crop insurance and farm subsidy programs.

The Senate began debating the bill Monday.

Chicago commuter headache as 'L' train line shut for five months

CHICAGO (Reuters) - Chicago will shut down part of its "L" elevated rail system's busiest line for five months starting on Sunday, forcing thousands of commuters to seek other routes and creating the biggest such U.S. transit disruption in two decades.

The nation's second-largest public transit system after New York will rebuild 10 miles of the "Red Line" on the city's South Side, which passes through some predominantly poor and African-American neighborhoods.

It will be the biggest U.S. public transit disruption for construction since the early 1990s, when another Chicago rail line closed for more than a year for repairs, according to Joseph Schwieterman, transportation professor at DePaul University in Chicago.

"It's going to be a long slog for people," said Schwieterman. But he and other transit experts agreed that a total shutdown for five months is better than four years of weekend repairs on the elevated line, which serves 80,000 people a day.

"I think it's the absolute best way to do it," said Robert Paaswell, a civil engineering professor at City College of New York, who headed the Chicago Transit Authority in the 1980s.

Chicago's "L" elevated trains have featured in numerous movies and television shows including the films "Blues Brothers," "Risky Business," and "Ocean's Eleven," and the NBC medical drama "ER."

Transit officials said the Red Line is more than 40 years old and needs full replacement, including ties, rails, drainage systems, and "ballast," - the stones and earth that hold the ties in place. The project, which will include station upgrades, will cost $425 million in state and local funding.

SUBSTANDARD SERVICE

Doing the project all at once - "ripping off the Band-Aid" - will save $75 million compared with doing it over four years, CTA President Forrest Claypool said.

He said the repairs would shave as much as 20 minutes off the average commute. Trains on the line currently go as slow as 15 miles per hour (24 km per hour).

"People recognize it's a very slow, substandard service and progress doesn't come without a little bit of pain," Claypool said.

Hundreds of bus drivers and tradespeople have been hired, mainly from the area of the city inconvenienced, to help with the project and provide alternative bus routes for commuters.

The idea of doing it all at once fits the current trend among government agencies for transit and highway projects, according to Joseph Schofer, professor of civil and environmental engineering at Northwestern University. He compared it to the five-month shutdown of the Waterloo and City line on the London Underground in 2006.

"There are a lot of advantages from the point of view of getting the job done more quickly, cheaply and safely," said Schofer. "It's not something riders will be happy with."

Another rail track, the Green Line, runs parallel to the Red Line for part of the distance, so commuters will be able to use those trains, plus free shuttle buses for the remaining distance, Claypool said.

Candice Davis, 22, fears the project will double her commute time from the southern suburbs to downtown Chicago. "If I'm late, then that's money off my check."

But Davis said she did look forward to the upgrade. "They need to work on this," she said. "Make it more efficient, make it safe."

Syrian army pushes assault on rebel-held town

AMMAN, Jordan (AP) ? Syrian troops backed by tanks and warplanes launched an assault Sunday on a strategic rebel-held town near the Lebanese border, pounding the area with airstrikes and artillery salvos that killed at least 30 people and forced residents to scramble for cover in basements and makeshift bunkers, activists said.

The town of Qusair has been besieged for weeks by regime troops and pro-government gunmen backed by the Lebanese militant Hezbollah group. The siege is part of a regime offensive that aims to regain control of the towns and villages along the frontier with Lebanon.

The border region's strategic value is twofold: it links Damascus with the Mediterranean coastal enclave that is the heartland of President Bashar Assad's Alawite sect, an offshoot of Shiite Islam; and rebels smuggle weapons and supplies from Lebanon across the porous frontier to opposition fighters inside Syria.

The Britain-based Syrian Observatory for Human Rights said 30 people, including 16 rebel fighters and one woman, were killed in Qusair in fighting Sunday morning, but that the death toll was expected to rise as government troops continue to try to push into the town.

A government official in the nearby provincial capital of Homs said that regime troops have encircled the town and that "the offensive to liberate Qusair has begun."

The official, who spoke on condition of anonymity because he was not authorized to brief the media, said the army has built up its forces on three fronts around Qusair while leaving one clear for "safe passage for fleeing civilians and the armed terrorists who want to surrender."

The official said government forces have advanced into the town, taking over the municipality building and other vital government institutions.

But Hadi Abdullah, an activist in Qusair reached on Skype, denied the regime made any advances on the ground. He said the municipality was destroyed in fighting six months ago, and that there's no government building left to take over.

He said heavy shelling began late Saturday and continued through Sunday, and that civilians have sought shelter in basements

"It's the heaviest since the beginning of the revolution," he said, adding that at least 17 houses have been destroyed.

The discrepancy in the accounts could not be immediately verified.

Separately, an official at the Homs governor's office said two suicide bombings in the town of Deir Balbaa just outside of Homs killed at least three people and wounded 15 others. The official declined to be identified because he is not allowed to make public comments.

Another pair of bombings struck near a factory on a different Homs highway, killing four people and wounding 13, the state news agency reported.

The regime' offensive on Qusair comes as the United States and Russia push a joint effort to get Assad and his opponents to negotiate an end to the country's civil war. Previous attempts to solve the conflict peacefully have failed.

The U.S.-Russian plan, similar to one set out last year in Geneva, calls for talks on a transition government and an open-ended cease-fire.

More than 70,000 people have been killed and several million displaced since the uprising against Assad erupted in March 2011 and escalated into a civil war. The fighting has also spilled over into neighboring states, including Turkey, Iraq, Lebanon and Israel, all of which are anxious about the ripple effect of Syria's conflict on their own nations.

On Sunday, Israeli Prime Minister Benjamin Netanyahu warned at a weekly Cabinet meeting Sunday that the Jewish state was prepared to act if there were more shipments to Hezbollah from Syria.

"We are following the developments and changes there closely and we are prepared for every scenario," he said.

Israeli warplanes carried out two rounds of airstrikes on Damascus early this month on what officials have said were sophisticated missiles bound for Hezbollah.

On Saturday, Assad said in a newspaper interview that he won't step down before elections and that the United States has no right to interfere in his country's politics.

Assad's comments to the Argentine newspaper Clarin were the first about his political future since Washington and Moscow agreed earlier this month to try to bring the regime and the opposition to an international conference for talks about a peaceful resolution to the conflict. The U.S. and Russia have backed opposite sides in the conflict, but appear to have found common ground in the diplomatic push.

The White House and the Kremlin envision holding the meeting next month, but no date has been set. Neither Assad nor the Syrian National Coalition, the main Western-backed opposition coalition group, has made a firm commitment to attend.

In the interview, Assad seemed to play down the importance of such a conference, saying a decision on Syria's future is up to the Syrian people, not the U.S. He also said a decision on his political future must be made in elections, and not during such a conference.

As the regime and opposition decides whether to even take part in the conference, the planning for the potential talks looked set to move forward.

Jordan is to host Western and Arab foreign ministers, including U.S. Secretary of State John Kerry, for a meeting Wednesday that brings together the Syrian opposition's foreign supporters to plan for the peace talks.

In Egypt, the Arab League said its ministerial committee on Syria will meet Thursday to discuss ways to convene the international conference on Syria. The Syrian opposition said they will meet in Turkey that same day to discuss whether to take part in an international conference on the conflict.

When UC Santa Barbara doctoral student Seeta Sistla and her adviser, environmental studies professor Josh Schimel, went north not long ago to study how long-term warming in the Arctic affects carbon storage, they had made certain assumptions.

"We expected that because of the long-term warming, we would have lost carbon stored in the soil to the atmosphere," said Schimel. The gradual warming, he explained, would accelerate decomposition on the upper layers of what would have previously been frozen or near-frozen earth, releasing the greenhouse gas into the air. Because high latitudes contain nearly half of all global soil carbon in their ancient permafrost ?? permanently frozen soil ?? even a few degrees' rise in temperature could be enough to release massive quantities, turning a carbon repository into a carbon emitter.

"The Arctic is the most rapidly warming biome on Earth, so understanding how permafrost soils are reacting to this change is of major concern globally," Sistla said.

To test their hypothesis, the researchers visited the longest-running climate warming study in the tundra, the U.S. Arctic Long-Term Ecological Research site at Toolik Lake in northern Alaska. This ecosystem-warming greenhouse experiment was started in 1989 to observe the effects of sustained warming on the Arctic environment.

What they initially found was typical of Arctic warming: low-lying, shallow-rooted vegetation giving way to taller plants with deeper roots; greater wood shrub dominance; and increased thaw depth. What they weren't expecting was that two decades of slow and steady warming had not changed the amounts of carbon in the soil, despite changes in vegetation and even the soil food web.

The answer to that mystery, according to Sistla, might be found in the finer workings of the ecosystem: Increased plant growth appears to have facilitated stabilizing feedbacks to soil carbon loss. Their research is published in the recent edition of the journal Nature.

"We hypothesize that net soil carbon hasn't changed after 20 years because warming-accelerated decomposition has been offset by increased carbon inputs to the soil due to a combination of increased plant growth and changing soil conditions," Sistla said.

The increased plant productivity, caused by the warmer temperatures ?? on average 2 degrees Celsius in the air and 1 degree in the soil to the permafrost ?? has increased plant litter inputs to the soil. Unexpectedly, the soils in the greenhouse experiment developed higher winter temperatures, while the summer warming effect declined.

"These changes reflect a complicated feedback," Sistla said. "Shrubs trap more snow than the lower-lying vegetation, creating warmer winter soil temperatures that further stimulate both decomposers and plant growth. Shrubs also increase summer shading, which appears to have reduced decomposer activity in the surface soil by reducing the greenhouse effect during the summer."

The increased plant growth and deeper thaw, meanwhile, also may have enabled increased carbon availability in the deeper mineral layer that overlies the permafrost. In fact, the researchers found the strongest biological effects of warming at depth, a "biotic awakening," with mineral soil decomposers showing more activity, along with the increased carbon stock at that level. "It's a surprising counterbalance," said Schimel. "It may be that those soil systems are not quite as vulnerable to warming as initially expected."

However, whether or not this phenomenon ?? no net loss of soil carbon despite long-term warming ?? is a transient phase that will eventually give way to increased decomposition activity and more carbon release, is not yet known. Future studies will include investigation into the mineral soil to determine the age of the carbon, which may in turn yield clues into how the carbon cycle is changing at depth, where the majority of tundra soil carbon is stored.

Funding for this study came from the National Science Foundation Long Term Ecological Research (LTER) Program, DOE Global Change Education Program Graduate Fellowship, a Leal Anne Kerry Mertes scholarship, and Explorer's Club.

According to Sistla and Schimel, this research paradigm validates the NSF LTER program's commitment to supporting long-term experiments, because it creates opportunities for younger scientists to observe effects and condition decades after experiments are established ?? results that could not have been foreseen when the experiments were started.

'Obamagate' danger for the GOP: political overreach

Benghazi terrorist attack ... IRS and the tea party ... snooping on Associated Press reporters ... losing track of terrorists in the witness protection program.

What the heck, let?s just call the whole thing ?Obamagate,? a cluster of what Washington calls ?scandals? threatening to undermine whatever President Obama hoped to achieve in his second term.

?Impeachment? is being flung around by some opponents as congressional committee chairmen in the Republican-controlled House of Representatives line up to fire rhetorically at administration officials.

But there?s a danger for the GOP too, some Republicans warn ? particularly since Congress already labors under a 79 percent disapproval rate, according to the latest Gallup survey.

Former House Speaker Newt Gingrich concedes that Republicans ?overreached? in 1998 when they pushed for then-President Bill Clinton?s impeachment in the Monica Lewinsky affair.

Today, Gingrich told NPR Friday, House Republicans leading the investigative parade ?need to be calm and factual,? proceeding with caution as they sniff out any administration wrongdoing.

"For example,? he said, ?a [House] subcommittee ... should invite every single tea party, conservative, patriot group that was messed over by the IRS ? every single one of them ? to come in and testify, so that they build this deadening record of how many different people were having their rights abused by this administration.?

New York Times writer Jonathan Weisman echoes Gingrich?s point: ?The most pressing question for Congressional Republicans is no longer how to finesse changes to immigration law or gun control, but how far they can push their cases against President Obama without inciting a backlash of the sort that has left them staggering in the past.?

?I?m being very cautious not to overplay my hand,? US Rep. Charles Boustany Jr., (R) of Louisiana, who sits on the Ways and Means Committee investigating the IRS, told the Times.

An editorial this week in the conservative National Review picks up the same theme. Its headline: ?Scandal Is Not an Agenda.?

?Democratic scandal does not take the place of a Republican agenda,? the magazine?s editors write. ?It does not reform the tax code or reduce the debt or ease regulatory burdens on small business. It cannot substitute for a strategy to replace Obamacare.?

?By all means, Republicans should run against the president and his party,? the editorial continues. ?They should at the same time understand that a purely negative message, however justified, will not produce the governing majority Republicans should be aiming for in the next two elections.?

Some of the most furious Republicans: Rep. Michele Bachmann asserting that the IRS probe of tea partiers ?is far worse than Watergate;? Sen. James Inhofe suggesting Obama?s impeachment; Sen. Ted Cruz likening Obama to Richard Nixon; former Arkansas governor and presidential candidate Mike Huckabee predicting darkly that ?before it?s all over, this president will not fill out his full term.?

?We have to be persistent but patient,? counters Republican National Committee Chairman Reince Priebus, who told Politico, ?You don?t call for impeachment until you have evidence.?

Amitai Etzioni, professor of international relations at George Washington University, wonders about the longer-term impact of scandal mania.

?There is little doubt about the side effects of hearings, investigations, and media hoopla to follow: they will eat up much of whatever little political capital exists in Washington for bipartisan deals and constructive action,? he writes in The Atlantic. ?And they are sure to further delegitimize our political institutions, which the public already holds in unprecedented contempt.?

Obama?s current troubles may include some genuinely scandalous behavior. But if Republicans are perceived as bogging down legitimate government activity for political gain, they may be scarred as well.

High-testosterone competitors more likely to choose red

Why do so many sports players and athletes choose to wear the color red when they compete? A new study to be published in Psychological Science, a journal of the Association for Psychological Science, suggests that it may have to do with their testosterone levels.

The new study, conducted by psychological scientist Daniel Farrelly of the University of Sunderland and colleagues, demonstrated that males who chose red as their color in a competitive task had higher testosterone levels than other males who chose blue.

"The research shows that there is something special about the color red in competition, and that it is associated with our underlying biological systems," says Farrelly.

The researchers believe that the link may explain why many sports stars wear red clothing ? Tiger Woods, for example, famously chooses to wear a red shirt on the last day of a major competition.

Choosing to wear red "may, unconsciously, signal something about their competitive nature, and it may well be something that affects how their opponents respond," Farrelly explains.

Farrelly and colleagues recruited 73 men to participate in the study, and they were unaware of the study's aims. The men were told that they would be performing a competitive task and that their performances would be placed on a leaderboard. The participants then chose either a red or blue symbol to represent them in the table and completed the competitive tasks. They also answered questionnaires aimed at gauging whether various personal reasons may have affected their color choice.

To determine participants' testosterone levels, the researchers took saliva samples at the start of the study, before the participants knew about the competitive task, and again at the end.

The data revealed that men who chose red had higher baseline testosterone levels, and they rated their color as having higher levels of characteristics such as dominance and aggression, than men who chose blue.

Color choice did not, however, seem to be related to actual performance in the competitive task. The researchers believe that direct competition, in which opponents can be seen wearing red or appearing red, may be necessary for the red advantage to occur. Along these lines, previous research has shown that wearing red can be advantageous through its influence on opponents' perceptions, leading them to view red competitors as being "high quality" competitors.

Powerball jackpot quickly jumps to $550 million

DES MOINES, Iowa (AP) ? The Powerball jackpot jumped to $550 million on Thursday ? the third largest lottery in history ? as dreamers in all but the seven states where the game isn't played snatched up tickets for the minuscule chance at a life on easy street.

Thursday's announcement by the Iowa-based Multi-State Lottery Association means ticket sales have soared since Wednesday night's drawing for an estimated $360 million jackpot, in which no one picked all six numbers correctly.

Sales jumped by $260 million in the days before November's biggest Powerball jackpot win in history ? a prize of $587.5 million. And Iowa Lottery spokeswoman Mary Neubauer said it's possible that Saturday's could end up eclipsing that amount.

A $550 million jackpot would be the second largest in Powerball history and the third largest for any lottery.

Lottery officials expect jackpot totals of this size to continue to climb in shorter amounts of time, thanks in part to a game redesign in January 2012 that increased the odds of winning some kind of prize, but also lowered the possible number combinations to win the Powerball.

There's also "cross-selling" of Powerball and Mega Millions tickets ? states being able to sell both Powerball tickets and Mega Millions tickets ? that began in January 2010. As a result, large jackpots will continue to surpass all-time jackpot records set years ago, said Neubauer.

"It usually took a handful of months, if not several months, for a jackpot to reach this large amount," she said. "Now it's achieving that within a handful of weeks. I think the redesign is achieving exactly what we had wanted it to achieve, which is the bigger, faster-growing jackpot."

The redesign means players don't necessarily have to strike big to get lucky. A $1 increase and new $1 million and $2 million prizes means the odds of winning something have increased. On Wednesday, $1 million prizes were won in 16 states, and $2 million prizes were won in two states.

In fact, more than half of the all-time jackpot records have been reached in the last three years. The top two all-time jackpots ? $656 million from a Mega Millions jackpot and $587.5 million from a Powerball jackpot ? were achieved in 2012.

The last major jackpot win came when a New Jersey man won a $338.3 million jackpot on March 23. It is now considered the fourth largest Powerball jackpot in history.

Players aren't complaining about the large sums. Rachel Rand said she just couldn't help herself and bought several Powerball tickets.

"How can you not play $2?" said the 32-year-old insurance adjustor. "A $10 investment if you win is pretty good."

Insurance agent Joe Williams, of Middleton, Wis., doesn't necessarily spend more when the prize is high. But his $4 investment in the quick-pick option means he does spend.

"I know rationally it makes no sense," he said. "But at the same time, without a ticket, I have zero chance."

Tom Powers, 52, a janitor from Omaha, Neb., bought several tickets Tuesday from a convenience store. He said he would definitely walk away from work if he won the jackpot, but he's not sure how he would spend all the winnings.

"It's really unfathomable the amount of money this is putting out," Powers said.

Rocket blasts off from Florida carrying new GPS satellite


CAPE CANAVERAL, Florida | Wed May 15, 2013 8:33pm EDT

CAPE CANAVERAL, Florida (Reuters) - An unmanned Atlas rocket blasted off from Cape Canaveral Air Force Station on Wednesday to deliver an upgraded global positioning system satellite into orbit.

The 189-foot (58-meter) tall rocket, built and launched by United Launch Alliance, a partnership of Boeing and Lockheed Martin, soared into blue skies over Florida's east coast at 5:38 p.m. EDT.

Perched on top of the rocket was a 3,400-pound (1,542 kg) Boeing-built GPS 2F satellite, the fourth of 12 upgraded spacecraft expected to be added to the orbiting constellation over the next several years.

"It's a big moment for all of us," Travis Pond, a lieutenant with the U.S. Air Force 45th Space Wing at Cape Canaveral Air Force Station, said during a United Launch Alliance launch webcast.

The navigation satellites are used by the U.S. military and allies, as well as millions of civilians. The upgraded versions offer greater accuracy, enhanced internal atomic clocks, better protection against signal jamming and a new signal for commercial aviation.

The satellite, which cost about $121 million, will replace a spacecraft launched in 1996 that already is twice past its design lifetime. That satellite will be repositioned for use as a spare.

With Wednesday's launch, the GPS network will include 31 operational satellites in orbit.

The next GPS launch is slated for October aboard a United Launch Alliance Delta rocket from Cape Canaveral Air Force Station.

It's really smart. You can ask it any kind of question you want. You speak to Google naturally. No typing necessary.

"How long will it take me to drive to Santa Cruz beach?" ?? Google shows you directions with Google Maps and tells you how long it'll take to get there.

You can set reminders, send emails, etc. "Remind me to call Katie next Wednesday."

Reminders can work on times, dates, locations. For example, you can say, "Remind me to take out the garbage when I get home," and Google Now will remind you.

Talking about the launch of Google Maps on iPhone. "...and most importantly, it's accurate." Nice jab at Google.

The app includes Zagat integration for restaurant and venue reviews.

You can search for basic stuff like "coffee." Google Maps also integrates offers from big brands like Starbucks. You can redeem the offer within the app.

Dynamic rerouting: Google can warn you of poor conditions ahead and change your rout.

There's a gorgeous full screen mode. The side bar is now gone.

It also connects to Google+ so you can get recommendations on venues that your friends like. You can even peek inside of venues like restaurants.

It uses Google Now data to learn your habits and get better the more you use it.

If you click on a certain area in Google Maps, road names and landmarks will automatically pop up. It also recommends other similar places to explore.

There's a new schedule viewer for public transit, walking, or biking. It tells you exactly how long it'll take for you to get somewhere.

It looks incredibly realistic. Gorgeous. And it's all done within the browser. You can also take a 3D tour inside of buildings. This is an amazing demo.

Users can upload their own photos inside buildings and add to Google Maps.

He's going over the importance of building great experiences across all the various devices we use today.?

"Technology should do the hard work so people can do the things that make them the happiest in life."

Devices will eventually understand context in your life and make your life better. But we're at the early stages.

Says companies need to add interoperation with other companies. "I've been sad the industries hasn't been able to advance those things...focus on negativity and zero-sum games."

"We have a strong desire for freedom of speech and free flow of information."

Make sure we talk to government leaders around the world to advance that.?

Making sure we protect private information, ensure computer security...and being as transparent as we can about requests we get from governments.

"I think it's kind of sad we have all these computers out there and they're all connected to each other through a tiny little pipe that's super slow."

We know if we build that capacity, we'll be able to build those computers to do great things.

Google X is focused on these projects. Sergei Brin is heading up these projects.

"Possibilities for some of those things are incredible great."

Technology in transportation hasn't really started yet...it's also a way the company can scale. All our products are interrelated.

When we launched Gmail people said we were nuts because we were a search company...but we new a lot about data centers etc...it was great we did it.

No matter how much money we try to spend on automated cars, etc...they end up being small chunks so they don't end up being a business issue.

Glass is different than existing computing devices...our main goal is to get happy users using Glass.

We'll get going and work on it for the next 10 years.

Part of the answer is we don't know...I think the basic use cases we have around photography are amazing.

Communications are amazing, navigation is amazing. Walking around Manhattan is really nice.

Ultimately a lot of your experiences can move to Glass...a lot of you can figure that out.

You want to think about the biggest thing...raw materials of smartphones only cost $1...so when I see people making things in the industry I ask how far off you from the raw materials cost...they never know the answer.

You have to ask what is the real issue...I don't think people answer those questions. Most of the work that's done is very incremental and we don't make the progress we need to.

I encourage non-incremental thinking and a real deep understanding of what you're doing.

"Yeah we've had a difficult relationship with Oracle."

Money is more important to them than any sort of collaboration. I think we'll get through that.

"I think people are concerned about change...and change is good...we haven't adapted mechanisms to deal with that."

"I think it's been difficult...we had Google Health...did not make much progress on it. All issues were regulatory."

I think we'll see amazing things in healthcare...like DNA sequencing...something amazing will happen.

I just disclosed my voice issues yesterday and I got so many thoughtful emails and great advice...I felt I should've done it sooner. I asked why people are so focused on keeping medical history private...the answer is probably insurance...that makes no sense...we should change the rules so insurers have to insure people.

We've been super focused on that forever...Sergei and I spend a lot of time interviewing women.

The only answer is we have to start early and make sure we get more young women and girls excited about technology.
